Charter of El Fwonk Casanosia
The Charter of El Fwonk Casanosia (Arodjun:) is the foundational legal document that unifies the polities of the Fwonnel Peninsula as the country of El Fwonk Casanosia.
First written in the late 1840s AR by Cato, Vara, and many other future holders of the title of Kxarkuv of El Fwonk Casanosia, it locked in the “tribes” of the peninsula in a legal and political union with a set of common laws.
The scope of the Charter has been altered and expanded several times over the years, and dissolved on multiple occasions, especially leading up to and during the War of the Continent. However, it is considered the core document that legitimizes the existence of a unified state across the Fwonnel Peninsula.

The following is the English translation of the full text of the Charter:
- The El Fwonk Casanosia is a sovereign and independent governing body that shall not be subservient to any foreign governing body, consisting of the entirety of the El. The El consists of any continuous territory west of the easternmost edge of the Great Geyser Lake. These territories include the nations formerly controlled by the government of the Colonial Governors of the Permechikan Empire, these being the nations Fwonn, Supukojoon, Zlusi, Pakoja, Irkun, Sojarun, Reuxazluslja, Arodjaunzlja, Sizarun, Zleutazuma, Kraker, Zleu, Kraikojoon, Dedun, and Maxintun.
- Amended in 1854: Dedun is no longer included, as it has been ceded by the Permechikan Empire.
- Amended in 1879: These nations now include Zessis, Zkinxop, and Frufi.
- The El Fwonk Casanosia is a union of nations and peoples that must cooperate in times of war against foreign entities and in times of peace for the common trade of goods, transit of people, and transformation of the land.
- Amended in 1859: Militias of each district must contribute personnel and resources to a standing Peninsular Army that serves the government of the El as a whole, and this contribution must be set at 45% of that which is available in each district.
- Amended in 1891: Militias of each district are, by nature, divisions of the Peninsular Army and their soldiers and commanders must obey the orders of their superiors in the Peninsular Army should their services be required.
- The boundaries of each nation are henceforth the boundaries of the districts of the confederation. Should more nations wish to join the confederation, they may do so with the approval of two thirds of the existing districts.
- Amended in 1861: The boundary of the district is defined by the halfway point of waterways that separate one from another or by the peaks of mountains that separate one from another, or by lines specified by markers placed by the confederate government, as of the 6th of Dakum, 1861.
- Each district has the right to govern itself in whatever way it sees fit, so long as it does not interfere with the process of national elections, taxation, terraforming, transit, trade, and linguistic interaction.
- Amended in 1849: The leader of each district joins together as a legislative body known as the Council of Mayors. The Council of Mayors shall convene whenever requested by the Kxarkuv to legislate matters of national importance.
- Amended in 1875: The government seat for the El Fwonk Casanosia is located on Mud Island of the Southern portion of Arojaunza.
- Amended in 1878: The leader of each district must respect the authority of the elected Kxarkuv.
- Amended in 1900: Each district must provide a slate of representatives to the government seat of El Fwonk Casanosia to publish initiatives for government action.
- Amended in 1979: The seat of the Kxarkuv and the Military shall continue to be located on Mud Island, while legislative and judicial bodies shall be situated in the seat of Bez, in Fwonn.
- The common currency of the El shall be that of Red Clay, with the value of products valued at one unit per Hand of Red Clay.
- Amended 1897: The common currency of the El shall be the Zenn, with its value pinned at one hand of quartz.
- Every six years, a Kxarkuv shall be elected by plebiscite of the people of all districts who participate in the El Fwonk Casanosia. Second in command to the Kxarkuv is the Akuv, who commands the Peninsular Army. Each new Kxarkuv may select a new Akuv out of the standing Akivo of the Peninsular Army.
- Amended in 1892: The High Akuv shall be the Akuv of highest authority, selected from the standing Akivo of the Peninsular Army or of the Low Akubuv which command the district militias.
- Amended 1898: The election of a new Kxarkuv shall take place every three years. An incumbent Kxarkuv may seek reelection for one additional year of service.
- Litigation is decided by judges. Each district shall have a head Judge. Each District Judge must convene in one of two Councils of Judges. These districts are the Southern Region, consisting of Fwonn, Supukojoon, Zlusi, Pakoja, Irkun, Sojarun, and Reuxazluslja; and the Northern Region, consisting of Arodjun, Sizarun, Zleutazuma, Kraker, Zleu, Kraikojoon, Dedun, and Maxintun. These Councils settle disputes that cross district lines. For matters of statewide importance, the Councils convene with the Kxarkuv and Akuv to decide the law in conflict.
- Amended in 1854: Dedun is no longer included, as it has been ceded by the Permechikan Empire.
- Amended in 1879: A third judicial region, the Insular Region, is an equal among the Northern and Southern. The Insular Region consists of Zessis, Frufi, and Zkinxop.
- Any person born in the El after the 1st of Pesjukex, 1820 is a citizen of their native district and of the El Fwonk Casanosia. A citizen is permitted to vote in elections for Kxarkuv and for any elections that may take place in their native district.
- Amended 1859: Any person or government in active rebellion is no longer entitled to the rights of a citizen of their native district or of the El Fwonk Casanosia. Any rebellious person or government must swear loyalty to the El Fwonk Casanosia in front of a judge to be granted the rights of a citizen.
- Amended 1860: Any citizen is liable to serve in construction projects or in the military. The policy by which conscription is mandated is to be decided by each individual district.
- No government of any district may hold a citizen of another district in involuntary or unpaid servitude during times of peace.
- Amended 1900: No government or individual of any district may hold another citizen of any constituent district or territory in involuntary or unpaid servitude during times of peace.
- Amended 2009: No government or individual of any district may hold a person, native or foreign, in involuntary or unpaid servitude during times of peace.
- Amended 2012: No government or individual of any district may hold a person, native or foreign, in involuntary or unpaid servitude unless said person is an active participant in an invasion or insurrection.
- Taxation is applied at the district level and at the state level. Districts may decide their own tax rates. State taxes are set at 5% of funds acquired by the districts from their respective taxation policies.
- Amended 1891: State taxes are set by the Kxarkuv and the Akuv.
- Amended 1951: State taxes are set by an annual joint assembly of the Council of Mayors and the Council of Judges.
- Amended 1974: During times of crisis, the Council of Mayors and Council of Judges may reconvene at the behest of the Kxarkuv to announce emergency one-time taxation.
- Any element of policy not specified in this document is under the jurisdiction of the individual district.

El Fwonk Casanosia War of Independence: 1836 - 1847. Declaration of Independence (Bombing of the Tablets): 1845. Furvenli is Akuv until his death in 1846. Cato takes over in 1846, ruling until 1852. In 1848, the first constitution is drafted, the Charter of Confederation.

- Akib - a general in the Peninsular Army, inferior in rank only to the Akuv and the Kxarkuv
- Council of Mayors - a council consisting of the leaders of each district, which convenes to vote on matters of national importance
- Council of Judges - any of three groups of Judges of the Judicial Regions, one from each constituent District, who decide on cases that affect the districts of their respective regions by simple majority
